    This food defense plan template can be used by an organization to help prevent intentional adulteration from acts devised to cause wide-scale harm to public health, including acts of terrorism targeting the food supply. Such acts, while not likely to occur, could cause illness, death, economic disruption of the food supply absent mitigation strategies.

    A food defense plan is different than specific food hazard analysis and preventive control plans in that, the food defense plan is focused on mitigation (risk-reducing) strategies for processes in certain registered food facilities. The FDA’s rule was for food defense was issued in December 2013 with updates issued in May 2016. While acts of intentional adulteration may take many other forms, including acts of disgruntled employees or economically motivated adulteration, the goal of this plan is to prevent acts intended to cause wide-scale harm. Facilities that participate in creating a food defense plan help build a more a resilient U.S. food infrastructure with the ability to prevent, protect against, mitigate, respond to, and recover from intentional adulteration of the food supply.
